The Idaho (ISC)2 Chapter is governed by volunteers annually elected by the membership. These elections typically occur in the January. Officers meet almost weekly to direct the activities of the chapter.
Donovan Nichols - President
Donovan Nichols has works at the Idaho National Laboratory focusing on protecting the nations critical infrastructure conducting assessments of network architecture, defense in depth practices and cyber hygiene.
Donovan has a full family with 10+ children. He enjoys the outdoors including camping, fishing and hunting as well as indoor activities of tinkering with arduino's, raspberry pi's, and new software tools.
Teresa Westfall - Vice President
Teresa Westfall served the US Federal Government as a senior technical manager with over 32 years of specialized operational experience. While working for 4 different Intelligence Community Agencies in the DC Metro area, Teresa had the opportunity to stand-up several Program Management Offices. Prior to entering the federal government, Teresa worked in the financial sector at a large regional data center in Idaho. Ms. Westfall is now an adjunct faculty member at Idaho State University.
Steve Rawson - Treasurer
Steve Rawson is currently employed with the Department of Energy’s Idaho National Laboratory (INL), which is recognized as a leader in industrial control systems (ICS) security and resilience. As an Hunt and Incident Response team member and electric sector Subject Matter Expert (SME) for the National and Homeland Security Directorate, Mr. Rawson focuses on forming partnerships with private industry to identify and reduce vulnerabilities in ICSs.
Mr. Rawson has over 12 years of experience in the electric energy sector. Prior to joining INL in 2016 he managed the control center ICS for the Northern California Power Agency (NCPA) in Roseville, CA. While at NCPA he was responsible for maintaining the ICS that managed approximately 500 MW of geographically dispersed generation which helped to balance up to 1000 MW of load for NCPA’s member cities.
Mr. Rawson was a Petty Officer in the United States Navy and a member of the US Navy’s Nuclear Power Program. After discharging from the Navy, Mr. Rawson received a Bachelor’s of Science Degree in Management Information Systems from the University of Nevada at Las Vegas and a Master of Business Administration from the California State University at Sacramento. In Mr. Rawson’s spare time he enjoys spending time with his family and a variety of activities including: cooking, hiking, reading and CrossFit.
Dr. Shane Stailey - Secretary
Shane was born in Bethesda, and grew up in Texas and New Mexico. He has worked worked in NM, AZ, CO, CA, TX, and ID as IT professional, IT Manager, Cyber Security Analyst, Cyber Security Manager, University Security Information Officer, Business Manager, and ICS Cybersecurity Professional Training Manager and Instructor. He owns his IT Consulting firm – Furrows Ridge IT Consulting and Services. He currently works at the Idaho National Laboratory as a program manager within the training department.
Shane currently resides in Rigby with his wonderful wife of 28 years, Wendy and their 7 children. He enjoys playing guitar and spending time with his family in the outdoors. The currently have one dog, two cats, 20 chickens, 6 ducks, 4 turkeys and two parakeets.
Larry Payne, Jr. - Membership Chair
Larry Payne joined the Department of Homeland Security in August of 2016 as an IT Specialist (INFOSEC) primarily performing ICS/OT security assessments. He is a former Senior Network Security Engineer with Hewlett Packard Enterprise supporting DISA Cyber Standards Branch (RE71) and a former Lead Network Engineer and Lead Network Administrator with various defense contractors supporting various US Department of Defense agencies and commands including Central Command (CENTCOM), Multi-National Force – Iraq (MNF-I), and NATO Linked Operations-Intelligence Centers Europe (LOCE).
